Stuffed Pepper and Cauliflower Mash



2 large bell peppers seeded and cut in half

1 pound of ground beef (not super lean)
1 teasp salt
1 teasp pepper
1/4 cup steel cut oats
1 small onion finely chopped
2 TBSP water

1 Jar of sugar free tomato sauce

Mix the meat mixture and make 4 large meatballs.  Place each meatball in a pepper half in a roasting pan.  Pour the sauce on top and bake covered for 1 hour at 350 degrees
